Level 2 electronic identification for foreigners in Vietnam represents a significant step forward in the nation’s digital transformation agenda. Starting from July 1, 2025, the Ministry of Public Security will officially launch the nationwide issuance of electronic identification accounts for foreigners residing in Vietnam. Are Foreigners Eligible for a Level 2 Electronic Identification Account?
According to Clause 2, Article 7 of Decree No. 69/2024/ND-CP, foreigners who have been granted permanent residence cards or temporary residence cards in Vietnam are eligible to obtain an electronic identification account, specifically:
- Foreigners aged 6 years and above are eligible for a level 1 electronic identification account, and may obtain a level 2 account upon request;
- Foreigners under the age of 6 may obtain a level 1 electronic identification account upon request.
Steps to Obtain a Level 2 Electronic Identification Account for Foreigners
To register for a level 2 electronic identification account, foreigners must follow the following six-step procedure:
Step 1: Register A SIM Card Under The Foreigner’s Name
Foreigners must purchase a SIM card and register it under their own name with a mobile network provider.
Note: When undergoing biometric and e-identification procedures at the Immigration Office, foreigners must use a mobile number linked to a SIM card registered in their name. To check the registration status, send a text message in the following format: TTTB [Passport Number] to 1414.
Step 2: Register For Level 2 Electronic Identification
Foreigners must visit a competent state authority to register for a level 2 electronic identification account.
Authorized locations:
- Immigration Department under the Ministry of Public Security; or
- Provincial-level Police Department.
Required documents:
- Passport, temporary residence card, permanent residence card, or other valid international travel document;
- SIM card registered under the foreigner’s name;
- Application form for electronic identification account (Form TK01).
The application form must clearly state the mobile number, email address (if available), and other information to be integrated into VNeID for processing by the officer.
Step 3: Biometric Data Collection
The competent authority will collect facial images and fingerprints of the foreigner to verify them against the National Immigration Database.
Step 4: Submit The Request For Account Issuance
The immigration authority submits a request to the electronic identification and authentication agency for account issuance.
Step 5: Receive The Registration Result
The electronic identification and authentication authority will send the result of the Level 2 e-ID account registration via:
- VNeID application;
- Registered email address;
- Registered mobile number.
Step 6: Activate the Account
Foreigners must activate their electronic identification account via the VNeID app within 07 days from the date of receiving the registration result.

Timeframe for Receiving and Issuing Level 2 Electronic Identification Accounts for Foreigners
Application submission hours: Applications are received during official working hours, from Monday to Friday (excluding public holidays and Tet, as prescribed by law).
Processing time for issuing level 2 electronic identification accounts for foreigners:
- No more than 3 working days in cases where facial image and fingerprint data already exist in the National Immigration Database.
- No more than 7 working days in cases where facial image and fingerprint data are not yet available in the National Immigration Database.
