Who Must Register Digital Identification for Enterprises?
All enterprises must register digital identification, categorized as follows:
- Enterprises
- Cooperatives
- Agencies or organizations with tax numbers (not registered for business)
Examples: Government agencies, public service units, women’s associations, provincial youth unions, etc.
- Other organizations without business registration, cooperatives, or tax numbers
Timeline for Registering Digital Identification for Enterprises
Currently, most enterprise accounts are created through the National Public Service Portal and provincial or ministerial systems for enterprises. These accounts will only be valid until June 30, 2025.
From July 1, 2025, these accounts will no longer be valid. Enterprises must use digital identification accounts on VNeID to access and connect to information systems for online administrative procedures. If they do not register, enterprises will face difficulties in completing administrative tasks, which could significantly impact their business operations.
Below are two methods for enterprises to register digital identification accounts before July 1, 2025.
Methods to Register Digital Identification for Enterprises
The head of the agency or organization can either register themselves or authorize another individual through the following two methods:
- Online registration through the VNeID app or the National Identification Portal website: https://vneid.gov.vn/
- Direct registration at a convenient identification management agency (Provincial or District Police Department)
What Information is Included in the Digital Identity for Enterprises?
The digital identity for Enterprises includes the following information:
- Identification number of the agency or organization
- Name of the agency or organization (in Vietnamese, abbreviations (if any), and foreign name (if any))
- Date of establishment
- Address of the headquarters
- Tax number (if any)
- Business registration number (if any)
- Digital identification number (if any)
- Full name, middle name, and identification number (or foreigner’s identification number) of the legal representative or head of the organization responsible for registering the digital identity.
Instructions for Registering Digital Identification for Enterprises Represented by Foreign Nationals
The procedure for granting digital identification accounts level 2 for foreign nationals follows Article 11 of Decree 69/2024/ND-CP with the specific steps outlined below:
Direct Identification Registration
- Step 1: The foreign representative should visit the Immigration Department under the Ministry of Public Security or the provincial police to submit their registration documents, including:
- Valid passport for international travel
- Request form for digital identification account (Form TK01 attached to Decree 69/2024/ND-CP)
- Email and phone number linked to the registered subscription (if available)
- Information to be integrated into the national identification application
- Step 2: The registration result will be sent through the VNeID application, email, or registered phone number.
Direct Identification Registration
- Step 1: The legal representative or authorized person uses a level 2 digital identification account on the VNeID app, and selects "Register Organization"
- Step 2: On the account interface, select "Register Organization Identification"
- Step 3: Enter the passcode for verification
- Step 4: Continue with the registration and provide all required organization/business information as prompted by the system
- Step 5: Review, confirm, and submit the registration request
- Step 6: The system will ask for final passcode verification
- Step 7: After successful submission, the result will be sent through the VNeID app

Adding or Updating Information for the Organization on the App
Businesses can add members or update the head/legal representative of the organization on the VNeID app. Detailed instructions can be found on the app.
The transition to digital identification is not only a technical requirement but also a strategic move for agencies and organizations to adapt to the digital environment. It also prepares them for the second half of 2025, when temporary accounts will no longer be valid. Proactively registering now ensures stable and continuous operations, in line with the government’s comprehensive digitalization strategy.
